􀂾The Govt. has approved the ‘Unorganised Sector Workers Social Security Scheme on pilot basis in 50 districts. It will be implemented through the Employees Provident Fund Organization. All workers in the age group of 18-35 years in the unorganised sector drawing pay/wages/income not more than Rs. 6500/- per month are eligible under the scheme. The scheme will be financed by the contributions from workers, employers and the Govt. 􀂾 The worker in the age group of 18-35 years will contribute @Rs50/- per month and the workers in the age group of 36-50 years will contribute at the rate of Rs100/- per month. The employer in both cases will contribute @Rs100/- per month. The Govt. contribution will be @1.16% of the minimum wages of the workers notified by the government from time to time. The scheme provides triple benefits to the workers, that is:
(i) A flat rate registered pension of Rs. 500/- per month on retirement at the age of 60 years and total disablement and family pension in case of death of the worker.
(ii) A personal accident insurance cover for rupees one lakh; and
(iii) Convergence of the Universal Health Insurance Scheme for a worker and his family at the cost of Rs. 548/- per annum for a family of five members or Rs. 365/- per annum for a family of three members. 􀂾 EPFO will issue Unique National Social Security Number and Identity Card to the workers.
􀂾 The filed offices of the Ministry of Labour, State Labour Dept, Panchayati Raj Institutions, NGOs, and Self Help Groups will organise the workers and facilitate them to deposit their contribution in the designated bank branches and post offices.
􀂾 The schemes also provides an option for the workers in the age group of 36-50 years for whom there is an identifiable employer to join the scheme. The contribution for this category will be @Rs200/- per month per worker to be paid by both the employer and employee in equal share. Self-employed workers may also join the scheme by contributing @Rs200/- per month.

Health insurance for unorganised sector workers from Oct 2

New Delhi: In keeping with the promise made by Prime Minister Manmohan Singh in his Independence Day address, the Government will launch on October two a Health Insurance Scheme for 40 crore unorganised sector workers.

In the first phase, the health insurance cover will benefit workers and families living Below Poverty Line in the unorganised sector and States have already been asked to formulate projects, a Labour Ministry official told the media.

Under the scheme, the launch of which was approved by the Union Cabinet earlier this month, it shall be the responsibility of the implementing agencies to verify the eligibility of the unorganised sector workers and his family members who are proposed to benefited.

The beneficiaries under the "Aam Aadmi Bima Yojana" will be issued smart cards with social security number for the purpose of identification.

The scheme envisages life and disability cover to all rural landless households in the country. The insurance cover will be for Rs.75,000 on death due to accident and permanent disability due to accident.

In case of partial disability due to accident, the insurance cover would be Rs.37,500 and upon death of a member, prior to terminal date, Rs.30,000 is the insurance amount.

The premium to be charged under the scheme will be Rs.200 per year per member of which the Centre is likely to bear 75 per cent of the cost, 25 per cent more than what was planned earlier. The Finance Minister has already committed Rs.1,000 crore for the scheme in the Budget. The remaining amount will be given by State Governments, he said.

Government of India has an online Grievance forum
Can you imagine this happening in INDIA?

Government of India has an online Grievance forum at
http://darpg-grievance.nic.in/
The government wants people to use this tool to highlight the problems they faced while dealing with Government officials or departments like Passport Office, Electricity board, BSNL/MTNL, Railways etc etc.

So use this grievance forum and educate others who don't know about this facility.
This way we can at least raise our concerns in stead of just talking about the ' System' in India. Invite your friends to contribute for many such happenings.

Mumbai: A survey the Reserve Bank of India (RBI) conducted in 300 districts has revealed that people from the lowest strata of society continued to depend on local money lenders for small loans at exorbitant interest rates.

Disclosing this, RBI deputy governor Usha Thorat said that in order to check this trend, the apex bank has drafted a concept plan on which public opinion is being sought.

She was addressing a symposium on "Financial Inclusion - Sharing Indian and UK Experience," here Wednesday where Lord Mayor of London Alderman David Lewis was also present.

"Financial literacy and credit counselling are a must and that is one of the reasons why we are concentrating on banking penetration in the remotest rural parts of the country," she said.

Talking about the role of micro-finance and self-help groups (SHG), Thorat said that SHGs have a lot of penetration into hinterlands. However, since they lacked legal status, they were not allowed to open savings accounts in banks.

"Now we have allowed the leader of a SHG to open an account. This, in turn, has brought about a massive change in the rural banking sector," she pointed out.
In a break from the past, the RBI has simplified procedures for migrants, who have no identification papers, to open bank accounts.

"This step will help push banking presence in rural areas. Also, with the introduction of biometric smartcards, state governments have been compelled to address issues pertaining to banking in rural areas," Thorat said.

On the issues of local financial agencies like co-operative banks, regional rural banks, micro-finance institutions and others, she said that strengthening them would generate employment and setting up small and medium business enterprises in all remote corners of the country.

Concurring with Lord Mayor of London's view that the expansion of banking sector reach and financial inclusion are the key to a country's economic growth, Thorat said that the RBI's recent changes in certain banking norms have been carried out with the aim of allowing penetration of banking activities to the un-banked rural areas.
